Overview

We are seeking a lead web developer to perform a variety of programming and data processing assignments supporting the Office of Dissemination with data and forecast products. Candidates must have solid web development background; good communication skills, and an understanding of GIS data. The position will support the GIS Development Team of the Office of Dissemination (ODISS) of the National Weather Service (NWS). The positions are located in Silver Spring, Maryland and candidates are expected to work within the core work hours of 6 AM to 6 PM Monday thru Friday. It is also possible for work to be performed at NOAA Center for Weather and Climate Prediction located in Silver Spring, Maryland

Duties & Responsibilities
    Work with Office of Dissemination scientists to create a common web design to display and disseminate map-based graphics and text information to allow NWS partners and the public to more seamlessly access information across multiple County Watch Areas.
  • Develop software and leverage existing algorithms developed by the NWS to support Impact-based Decision Support Services (IDSS)Enable all NWS GIS map-based applications to use the same GIS map view framework to provide a consistent user experience for NWS data using GIS presentation layers on a scalable web-based map that will leverage functionality from existing applications across geographic and NWS services areas.
  • Develop GIS services supporting flood inundation mapping, excessive rainfall products, and quantitative precipitation forecasts for the initial release of the GIS viewer
Requirements

Required

  • Bachelor's degree in geography, meteorology, physical science or computer programming or comparable experience
  • Lead Web Developer requires 5-9 years experience in related areas i.e. architecture and design
  • Managerial programming experience i.e. familiarity with leading teams of programmers
  • Strong experience with Python and JavaScript
  • Experience with UNIX/Linux environment
  • Experience with web applications and libraries (e.g., Java, HTML, CSS, JavaScript, and PHP)
  • Experience with code documentation (Git, Gerrit, Jenkins, Subversion)

Preferred

  • Existing favorable National Agency Check with Inquiries (NACI)/Tier 1 adjudication
  • Familiarity with web-based Geospatial software
  • Knowledge of Impact-based Decision Support Services (IDSS)
  • Experience with time enabled data
  • Knowledge with APIs
  • Familiarity with open source GIS web applications and server software (OpenLayers and Geoserver preferred)
