Job Title: Contract Maintenance Manager/ Program Manager

Job Summary:

EMCOR Government Services has a need for a Contract Maintenance Manager (CMM)/ Program Manager in Washington, DC. The CMM will manage Operations and Maintenance (O&M), repair, minor construction and sustainment contract for a commercial Laboratory Research Facility and Outpatient Clinical program. Serve as interface between the customer and the company. Deliver exceptional site leadership, customer service, positive employee engagement, and compliance with applicable local, state, and federal requirements, while meeting safety and quality performance requirements.

Essential Duties and Responsibilities:

  • Responsible for day-to-day onsite facilities management for commercial Laboratory Research Facility and Outpatient Clinical Program on a 24/7/365 basis.
  • Direct oversight of a diverse team of technicians, administrative and subcontractor support staff to perform PM/CM, grounds care, non-discretionary and discretionary trouble calls.
  • Perform Planning, Design, Inspection and Construction for any IDIQ work.
  • Establish reliable and trusting relationships with both the client and tenants to ensure continuity and a seamless mission.
  • Ensure staff and subcontractors adhere to management plans and processes, including safety and quality requirements.
  • Direct scheduling and completion of preventive maintenance, corrective maintenance repairs, and project work in unison with the client and or tenant operational needs.
  • Provide immediate response to emergent calls from the client or tenants in response to critical operational needs.
  • Provide direct oversight of the Predictive Maintenance Program of identified critical equipment. Correct deficiencies identified to ensure all mechanical and electrical equipment are operating at peak efficiency without interruption to the client and tenant operations.
  • Perform daily operational rounds to ensure all equipment and facility operations are available to meet the client and tenant operations.
  • Coordinate closely with customer Facility Management direct points of contact in providing formal and ad hoc reports, scheduling services, sharing program status, operational issues with corrective actions and making best practice recommendations.
  • Ensure work is completed in compliance with contract requirements, but not limited to, DOEE, TJC, DC Department of Health, EPA, NFPA, OSHA Architects, Engineers, Construction Managers, Space Management, International Codes and Standards, ASHRAE and AAALAC accreditation codes and regulations, budgets, and performance standards.
  • Resolve conflicts, identified deficiencies, and issues following reporting, Root Cause Analysis (RCA) and corrective action requirements.
  • Maintain program documentation and records as per ASHRAE and AAALAC requirements, contract deliverables and plans, training, staff certifications and licenses, and permits.
  • Conduct staff training, safety briefings, and quality control inspections.
  • Provide subcontractor and vendor management for all contractual support functions including performance reviews and necessary follow-up actions.
  • Ensure the facility is prepared and operations are not interrupted during inclement or severe weather events to include but not limited to utility power failures, snow and ice removal.

Qualifications:

  • Minimum of five (5) years' experience in Bio Laboratory facility operations and maintenance, including the supervision of a diversified work force responsible for 24-hour (24/7/365) operations, maintenance and repair of all facility
  • Minimum of five (5) years' experience with Bio Medical Laboratory compliance (maintenance and documentation [including all CMMS work requests and all supporting testing/certification/verification (in- house or subcontracted) documentation as required all applicable regulatory agencies.
  • Technically qualified in the field of Bio Medical Laboratory Facility Maintenance
  • Working experience with ASHRAE, AAALAC, DOEE, DC Department of Health, NFPA, EPA, TJC, OSHA codes and
  • Must have formal training related to NFPA Life-Safety Code standards.
  • At least two AAALAC surveys is desirable.
  • Experience using Computerized Maintenance Management System (CMMS) is essential.
  • Experience using Bluebeam and Revit/BIM software is preferred.
  • Strong oral and written communication skills required.
  • Completion of OSHA 30 preferred.
  • Must be able to read, write, speak, and understand English.
