Job Description

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this job. SUMMARY:

The Specialist, Construction Safety, provides construction managers and contractors with guidance and advice in the development and implementation of effective safety and health programs to comply with the applicable regulatory requirements of OSHA CFR 1926 - Construction and 1910 - General Industry, applicable EPA requirements for the use, disposal, and handling of hazardous chemicals, and governing safety regulations of the District of Columbia and DC Water. Assists in developing and providing oversight of DC Water employees and contractor safety training.

ESSENTIAL FUNCTIONS:

  • The Construction Safety Specialist will coordinate and assist with the development, implementation, and operation of the authority's safety management system.
  • Performs liaison duties in coordination with all DC Water Departments and DC Water consultants and contractors, to ensure contractors and DC Water employees are following the established safety and health procedures.
  • Assists in developing and providing oversight of the safety and health programs.
  • Inspects DC Water and contractor jobsites to ensure appropriate safety and health procedures are observed.
  • Reviews, approves, and monitors safety programs.
  • Develops and maintains a safety performance log of DC Water Departments and contractors.
  • Assists the Manager with the overall management and administration of the Safety Phase of the Rolling Owner Controlled Insurance Program (ROICP) for the Department of Occupational Safety and Health.
  • Provides safety oversight of all non-ROCIP contracts and the Departments of Water Services (DWS) and Sewer Services (DSS) construction areas. Provides assistance to DWS and DSS managers on safety related items.
  • Performs on-site inspections and submits inspection reports to the Manager, Construction Safety and to each Department Director or Manager.
  • Provides safety training or arranges for safety training as needed.
  • Reviews all accident investigation reports. Support the investigation of injuries and accidents to identify causes and corrective actions. Reviews and submits weekly and monthly reports to the Manager, Construction Safety of all safety activities.
  • Recommend the purchase of construction safety equipment and services.
  • Post required construction safety notices and maintain safety compliance records.
  • May be required to work after hours as the Authority's representative on the city's emergency response team or as an Emergency Liaison Officer (ELO) for the Authority in the District of Columbia's Emergency Management Agency (EMA).
  • Performs other duties and projects as assigned at the discretion of the immediate supervisor and the Director, Occupational Safety & Health.

Key Working Relationships: Interacts with employees throughout the Authority, contractors, representatives from federal and private organizations, etc.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor's degree in Safety, Environmental Engineering or related field from an accredited college or university and seven (7) years of related experience; or equivalent combination of education and experience. Experience inclusive of implementing and/or inspecting construction work site activities. This includes: soil excavation, facility construction, traffic control procedures, confined space entry, LOTO procedures, selection and use of personal protective equipment, disposal of hazardous material and the operation of heavy equipment and machinery common to heavy construction.
  • A certification in the field of occupational safety & health is preferred.
  • Skill in communicating orally and in writing.
  • Thorough knowledge of applicable rules and regulations.
  • Utilizes a personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).

  • The position requires working in both an office and a fieldwork environment. Duties will include considerable walking and climbing to conduct on-sight safety inspections of the facilities at the Blue Plains Plant. The work will be performed year-round in both hot and cold weather.
