POSITION SUMMARY

The Emergency & Disaster Management School Instructor provides instructional services to meet the Coast Guard's unique needs in support of online training, virtual training, and exportable training courses. The instructor will provide expert skills and knowledge to deliver instruction to USCG students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives. Instructors are required to evaluate students' performance by verifying the students understanding of the course material, competency of learned skills, and the student's ability to demonstrate applied knowledge.

RESPONSIBILITIES

  • Deliver resident, Facilitated Online Training (FOT)/Virtual Training (VT), and exportable training courses across the continental United States with occasional travel OCONUS.
  • The instructor will provide expert skills and knowledge to deliver instruction to USCG students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives.
  • Instructors are required to evaluate students' performance by verifying the students understanding of the course material, competency of learned skills, and the student's ability to demonstrate applied knowledge.

QUALIFICATIONS

  • Three (3) years' experience as a primary classroom instructor.
  • Seven (7) years of field or operational experience working for DHS, DOD or other agency that deploys the Incident Command System.
  • Operated under the National Incident Management System/Incident Command System (ICS) during a Type III incident as an Incident Commander, Safety Officer, or General Staff Position.
  • Completed a FEMA-compliant Incident Commander-, Safety Officer- or General Staff Position-specific course.
  • Participated in an HSEEP-compliant Exercise.
  • Demonstrate an understanding of the HSEEP Exercise Cycle.
  • Must possess working knowledge of Area Command and MACS principles.
  • Experience in emergency response to all-risk/all-hazard missions, related to the USCG, DHS, Federal Emergency Management Agency, Department of Defense, Environmental Protection Agency, National Oceanic and Atmospheric Administration and all supporting federal, state, and local agencies operating under the National Response Framework.
  • Must possess practical knowledge of regional and port level committees including Regional Response Teams, Regional Interagency Steering Committees, Area Maritime Security Committee, Area Committee, Port Readiness Committee, and Harbor Safety Committee.
  • Must possess practical knowledge of USCG regulatory authorities: SAR Mission Coordinator, Captain of the Port, Federal On- Scene Coordinator, and Federal Maritime Security Coordinator.
  • Must possess practical knowledge in the application of USCG and DHS response policy and guidance related to environmental and disaster response management.
  • Ability to prepare for and deliver technical ICS course material as prescribed in the Instructor Guide, including content, sequence, timing, audiovisual presentation, and instructional methodology in a traditional classroom setting and/or Facilitated Online Training (FOT)/Virtual Training (VT).
  • Ability to manage team dynamics; identify, assess, and minimize limitations to course success.
  • Ability to plan, coordinate, and implement training schedule with numerous adjunct instructors and host unit contacts.
  • Ability to maintain effective communication and working relationships with host contacts, adjunct instructors, and schoolhouse.
  • Must conduct both resident training and Facilitated Online Training (FOT)/Virtual Training (VT) at TRACEN Yorktown and/or CONUS/OCONUS exportable courses. Must facilitate high fidelity Incident Command System (ICS) scenarios to provide realistic, performance-based training.
  • The government desires, but does not require:

- Completion of the following training: ICS-300, ICS-400, and one or more FEMA compliant position-specific Incident Command System (ICS) courses (e.g., Logistics Section Chief, Planning Officer, Liaison Officer).

- Type 3 Incident Command System (ICS) qualification from an agency with a National Incident Management System (NIMS) compliant ICS certification program in a Command or General Staff Position.

- Experience using National Incident Management System (NIMS) Incident Command System (ICS) at Type 1 or 2 incidents or National-level exercises; such exercises or incidents shall have been in preparation for or respond to a National disaster, or hazardous material spill or other large-scale, all-risk incident; and

- Experience using the HSEEP Exercise Cycle during all phases.

WORKING CONDITIONS

Classroom conditions will be comparable to a typical office setting with work hours of 0700-1900 based on the training schedule, with a typical 8-hour workday. Field/Range conditions requires wearing PPE, working outside in weather during all four seasons, with prolonged periods of standing and moving while delivering training.

PHYSICAL REQUIREMENTS

Must pass a standard physical examination that includes, medical history, height, weight, blood pressure, and meet required fitness standards throughout employment under the contract. Must pass pre-employment drug testing and remain drug free for the duration of the contract. Must be able to lift 50 lbs. of equipment or stock inventory and stand for period of up to 8 hours per day.
