Statement of Purpose:

To maintain and expand employment opportunities for people who are blind by assisting NIB affiliated nonprofit agencies in the development, analysis, and negotiation of prices for products and services with government and private sector customers while ensuring compliance with the FAR, DFARS, U.S. AbilityOne Commission policies and procedures, Cooperative Agreement requirements, and other Federal statutory and regulatory requirements.

Responsibility for the Work of Others:

Responsible for the supervision of the pricing support team.

Education:

  • An undergraduate degree from a regionally accredited college or university (Bachelor of Science in Business Administration preferred). An equivalent combination of education and experience may also be acceptable.

Training and Specialized Knowledge:

  • Knowledgeable of the Federal acquisition landscape, Federal Acquisition Regulations (FAR) (required), Defense Federal Acquisition Regulations Supplement (DFARS) (required) and their applicability to contract administration and pricing for federal and AbilityOne products and services.
  • Knowledgeable of US AbilityOne Commission policies, procedures, and compliance requirements (desirable), particularly as they pertain to establishment and maintenance of Fair Market Prices (FMP).
  • Knowledgeable of and experienced with proposal analysis techniques covered in FAR Part 15 and applicable regulations and memoranda associated with preparing and analyzing prices on Federal acquisitions (2 CFR 230, Cost Principles for Nonprofit Organizations; Service Contract Labor Standards; weighted guidelines for profit, etc.).
  • Good to excellent knowledge of market research practices and cost-plus price development (including indirect rates) as they pertain to pricing for and compliance with federal and commercial product and service requirements.
  • Proficient with Microsoft Office applications with emphasis on MS Excel at an intermediate level of proficiency.
  • Demonstrated communication, organization/project management, negotiation and management skills and experience (desirable).

Experience:

  • 5 years experience in contract administration, pricing, accounting and/or finance.
  • Experience managing/supervising subordinates (3 or more) desirable.

Travel

  • Visits to nonprofit agencies, Government Agencies, other NIB office and NIB meetings as required (up to 10%)

Specific Duties and Responsibilities:

  • Supervise the Pricing Support team, including managing workload distribution, prioritization of team activities, maintenance of logs and reports, quality assurance, and other activities and functions associated with developing, analyzing, proposing, supporting, and negotiating prices for new and existing products and services.
  • Execute required actions to maintain the AbilityOne Procurement List IAW US AbilityOne Commission policies, procedures, and compliance requirements.
  • Understand various contract types (Firm Fixed Price, Time & Materials, GSA Schedule, Blanket Purchasing Agreement, Basic Ordering Agreement, Purchase Order and Indefinite Delivery Indefinite Quantity) and their applicability and functions.
  • Coordinate with other internal and external stakeholders (NIB departments, customers, non-profit agencies, Source America, and the U.S. AbilityOne Commission) on pricing actions (new and existing products and services, economic and equitable price adjustments) and subsequent negotiations to include capture of required cost and supporting documentation, review, analysis and assessment of price reasonableness, and compliance with all statutory, regulatory, policy and procedural requirements.
  • Perform market research, analyze historical cost and price trends for same or similar products and services.
  • Remain abreast of changes to NIB and U.S. AbilityOne Commission requirements as well as statutory and regulatory changes affecting cost, pricing, and compliance. Ensure resulting changes in process are implemented and documented and appropriate communications and training are executed with associated nonprofit agencies, NIB/CAPS personnel and customers.
  • Review team processes and revise as needed to optimize team productivity, accuracy, and compliance with statutory, regulatory and AbilityOne requirements.
  • Become knowledgeable of, revise as needed and perform quality assurance steps to ensure compliance and Cooperative Agreement QASP requirements are met and exceeded.
  • Provide training and coaching to CAPS personnel on internal Work Instructions and processes, US AbilityOne Commission policies and procedures, NIB policies and statutory, regulatory and compliance related requirements.
  • Develop, revise and implement/conduct training and instructions (presentations and documentation) to educate associated nonprofit agencies, NIB personnel and customers on program requirements that must be met to foster successful outcomes.
  • Be proficient utilizing NIB's Oracle ERP system in the performance of assigned duties as required, including, but not limited to, researching contract information and Master Price List maintenance.
  • Ensure reports are prepared and distributed in a timely manner - dossier, APC, internal/external IS accuracy, team workload, quarterly price files (e-Commerce, BSC, Quarterly Commercial Distributor), and price list control plan.
  • Work in cross functional teams with external and internal stakeholders on special projects as assigned.
  • Perform research and provide data in a timely manner as required responding to information requests from management and/or the US AbilityOne Commission and developing periodic reports.
  • Attend weekly staff meetings, internal trainings, and conference calls as directed.
  • Demonstrate good customer service skills when engaging internal and external stakeholders.
  • Lead key initiatives and projects as assigned.
  • Pursue professional development and continuing education opportunities in addition to established NIB training that conforms to the NCMA Continuing Professional Education (CPE) Guide.
