Job Description:

Dynamo is seeking a USAID Program Manager to lead a contract effort providing institutional support services to the USAID Bureau for Planning, Learning, and Resource Management (PLR). The contract they will lead has four objectives in support of this purpose:

  1. Provide full time institutional support staff to the USAID Bureau for Planning, Learning and Resource Management (PLR).
  2. Provide short-term technical assistance (STTA) and surge support to PLR and USAID Missions overseas.
  3. Support a smooth transition of existing institutional support contractor staff.
  4. Integrate learning and adaptive management throughout contract implementation.

Duties/ Responsibilities

The Program Manager roles and responsibilities will meet the below detailed objectives of the contract to include, but not limited to:

  • Serve as primary point of contact with the USAID customer; understand organization, develop rapport with decision makers.
  • Provides overall oversight to large USAID contract and ensure project health across the period of performance.
  • Plan strategically for informed policy formulation and implementation and programmatic decisions, including through innovative, evidence-based design, adaptive management, and sharing of best practices across the Agency.
  • Share analysis, evaluation, and research for better policy decisions and continuous organizational learning.
  • Create stronger linkages between the Agency's program budget, policy priorities, country-level strategies, and the Agency's results management and learning functions.
  • Engage key stakeholders including bilateral, multilateral, and foundation donors to enhance innovation and collaboration, leverage resources and amplify results, and position USAID to lead globally in development diplomacy and thought leadership.
  • Create and strengthen the enabling conditions and systems for USAID to be an effective learning organization that uses evidence to better achieve development outcomes.
  • Provide technical and operational support to the Agency's cadre of Foreign Service Program Officers, who lead strategy, programming, budgeting and communications in USAID Missions.
  • Ensure effective communication and coordination with the U.S. State Department's Office of Foreign Assistance (State/F) across all relevant areas

Required Skills/Abilities

  • Demonstrated ability to manage large project teams as well as short-term technical assistance (STTA) and surge support functions for USAID Missions in the US and overseas
  • Extensive background in serving as a primary point of contact with USAID/Federal customers and overseeing project health across the period of performance.
  • Proven ability to plan strategically for informed policy formulation, programmatic decision-making, and evidence-based design.
  • Experience in creating stronger linkages between program budgets, policy priorities, country-level strategies, and results management functions.
  • Experience in supporting a smooth transition of existing institutional support contractor staff.
  • Demonstrated ability to engage key stakeholders, including Foreign Service Program Officers, to provide technical and operational support in strategy, programming, budgeting, and communications within USAID Missions.
  • Strong background in integrating learning and adaptive management practices throughout contract implementation.
  • U.S Citizenship required.

Must have the ability to:

  • Serve as primary point of contact with the customer. Understand organization, develop rapport with decision makers, identify business development opportunities.
  • Demonstrate and apply advanced project management expertise, and the ability to facilitate decisions vertically and horizontally within complex Government organizations.
  • Support government processes for onboarding and offboarding team members.

Education and Experience:

  • Minimum of seven (7) years of experience in managing large-scale USAID contracts/government programs and providing institutional support.
  • Bachelor's or Master's degree in International Development, Public Administration, Business Administration, or a related field.

Travel Requirement:

  • Travel may be required per government request.

Clearance Requirement:

  • Ability to obtain and maintain a Top Secret Clearance
