Job Description:

Dynamo is seeking a Junior Policy Analyst/ Technical Writer to develop and implement financial policy framework for policy development, implementation, review/assessment, remediation that support USCIS' financial management community. This position is hybrid at will report on-site one day per week.

Duties/ Responsibilities

  • Revise and update financial policy documents for the USCIS Office of Chief Financial Officer, ensuring compliance with organizational standards and regulatory requirements.
  • Interpret and analyze complex policy language and legal nuances to ensure accuracy and alignment with legal requirements and organizational objectives.
  • Review and draft policy documents with proficiency, maintaining a high standard of clarity, accuracy, and consistency.
  • Multitask to manage a volume of documents within each quarter, ensuring timely completion and adherence to project milestones.
  • Deconstruct and map policy documents to ensure alignment with departmental and agency-level requirements, facilitating clarity and coherence.
  • Work on the process of deconstructing combined documents into new documents, overseeing restructuring efforts and ensuring comprehensive coverage.
  • Utilize excellent writing and editing skills to rewrite policy content in a clear and self-explanatory manner, enhancing readability and comprehension.
  • Analyze complex information and translate it into clear, concise policy language, facilitating understanding and implementation by stakeholders.
  • Apply strong analytical skills to identify areas for improvement in existing policy documents, enhancing effectiveness and compliance.
  • Pay meticulous attention to detail to ensure accuracy and consistency across all policy documents, maintaining integrity and alignment with organizational standards.
  • Commit to maintaining the legal intent of policies while improving clarity and readability, ensuring policies are accessible and understandable to stakeholders.
  • Understand legal requirements and regulations related to financial policies, ensuring adherence to legal standards and maintaining compliance.
  • Conduct thorough reviews and quality assurance checks for other team members, providing feedback and guidance to ensure consistency and excellence.
  • Work effectively within a team environment, collaborating with Policy Analysts, Compliance Analysts, and Program Analysts to achieve project objectives.
  • Interact with client teams, demonstrating strong interpersonal and communication skills to gather requirements, address feedback, and ensure stakeholder satisfaction.
  • Manage multiple tasks and priorities within the assigned timeframe, demonstrating effective time management and organizational skills.
  • Adapt to changing project requirements and timelines, demonstrating flexibility and agility to accommodate adjustments during the policy revision process.
  • Ensure the quality and accuracy of all revised policy documents, conducting thorough reviews and quality assurance checks throughout the revision process.
  • Proven ability to meet deadlines and deliver high-quality work within specified timeframes, demonstrating reliability and commitment to excellence.
  • Utilize time management skills to prioritize tasks and allocate resources efficiently, optimizing productivity and achieving project goals.

Required Skills/Abilities

  • Strong proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, SharePoint).
  • Ability to develop clear, concise, and technically accurate documentation for financial management policy user manuals.
  • Translate complex technical concepts and information into easily understandable language for non-technical audiences, ensuring accessibility and usability.
  • Conduct thorough research to gather technical information from various sources, including subject matter experts, technical specifications, and documentation.
  • Edit and proofread documentation for grammar, syntax, consistency, and adherence to style guidelines and industry standards, ensuring accuracy and readability.
  • Collaborate with OCFO subject matter experts, and other USCIS stakeholders to gather information and ensure the accuracy and relevance of documentation.
  • Document processes, procedures, and workflows within each document identifying clear instructions and guidelines for user of the financial management policy documents.
  • Ability to understand legal requirements and regulations related to financial policies, ensuring adherence to legal standards and compliance.
  • Capability to conduct independent analyses and make senior-level recommendations, including Policy Gap Analysis.
  • Ability to manage time effectively, prioritize tasks, and meet project deadlines while handling multiple assignments simultaneously.
  • Ability to work autonomously and independently, taking ownership of the policy revision process from initial draft to final review.
  • Proficient in developing briefing papers, graphical presentations, and making formal oral presentations.
  • Research, benchmarking, and informing management on alternatives for delivering financial services.

Nice to Have Skills

  • Understanding of USCIS Plain Language standards and EXA Style Guide.
  • USCIS experience
