Senior Manager, Data Engineering
American Public Education, Inc.

American Public Education, Inc (APEI) is seeking a talented hands-on Senior Manager for Data Engineering and will be responsible for leading, delivering, and supporting Enterprise Data Warehouse and Business Intelligence solutions for APEI and its Educational Units. The Sr. Manager, Data Engineering is accountable for solutions, development, delivery, operations, and support and will champion continuous improvement and overall team performance. She/he will provide leadership to work effectively and efficiently in a dynamic, fast-paced environment, collaborating with internal and external software engineering, infrastructure, operation/support, project management, architecture, and business departments/groups. The Senior Manager, Data Engineering is a hands-on subject matter expert in the data warehouse, business intelligence, and data integration space with proven ability to execute responsibilities within a deadline and fast-paced environment. She/he will have extensive experience of ETL/ELT, data profiling/deduplication techniques, Master Data Management, Data Governance, with multiple back-end languages, scripting, API development, and custom plugins and tools. She/he will be responsible for leading the Data Engineering team, mentorship, and assistance to members to partner with IT and other Business teams to identify, define, analyze, and implement solutions with high scalability, performance, and 24x7 availability.

The Senior Manager, Data Engineering has direct and indirect reports. This position reports directly to the VP, Software & Data Engineering.

Responsibilities:

    • Must have deep hands-on experience delivering and implementing data warehouse, business intelligence, and data integration on-premises and Cloud-based technologies with RDBMS, ETL, BI, and Big Data; such as MS SQL Server, SSIS, SSRS, MicroStrategy, Tableau, Power BI; Snowflake and Azure experience preferred.
    • Develops Master Data Management, governance and practices with preference given to Boomi MDM/Hub Enterprise.
    • Accountable to manage, coordinate, and optimize associate and partner resources, both on/offshore, to satisfy EDW and BI delivery and OLA/SLA objectives.
    • Works closely with IT teams and vendors to ensure projects follow SDLC/PLC, delivered on-time and on-budget with quality along with improving operational and functional capabilities.
    • May lead creation or support of project plans, solution design, as well as data and process models.
    • Develops capacity/demand plan to effectively manage current and forecasted project staffing and skill requirements.
    • Formalizes policies, tool, methods, and standard operating procedures (SOP) with documentation and training as and where needed, manages vendor relationships for software support, resolution assistance, and escalations.
    • Demonstrates a strategic Service Oriented and Event Driven Architecture perspective to achieve competitive advantage and provides thought and consultative leadership.
    • Analyzes complex facts to make sound decisions and the ability to develop innovative and creative delivery solutions to achieve overall EDW, BI, and data integration strategies and objectives.
    • Proactive in the identification, communication, and resolution of issues that may negatively impact a project or initiative; seeks innovative ways to remove/overcome obstacles.
    • Maintains review at Executive/Director level project delivery, operational, and support performance and improvement opportunities.
    • Ensures Disaster Recovery/Crisis Management/Business Continuity plans are established and tested.
    • Learns, stays current, and establishes improvement opportunities with people, process, and technology, leveraging current and creating new KPI/metrics and targets; compliments enterprise needs and wants.
    • Responsible for Change Management and contributes to Project/Release Plan.
    • Strong experience with development and operational support, including monitoring, flow/log mgmt., SLA, automated alerts, etc.
    • Conducts associate performance reviews, career development, and coaching as and when needed.
    • Performs other duties as assigned.

    Reporting Relationships:

    The Senior Manager, Data Engineering has direct and indirect reports. This position reports directly to the VP, Software & Data Engineering.

    Requirements:

    • Expertise in EDW, BI, and data integration architecture and solutioning, development, security, and supporting agile-based delivery.
    • Strong hands-on experience delivering and implementing data warehouse, business intelligence, and data integration on-premises and Cloud-based technologies with RDBMS, ETL, BI, and Big Data; such as MS SQL Server, SSIS, SSRS, MicroStrategy, Tableau, Power BI; Snowflake and Azure experience preferred.
    • Solid experience with the MicroStrategy platform architecture including Intelligence Server, Web, Mobile, Report Services, OLAP Services, Clustering, Enterprise Manager, Distribution Services, etc.
    • Experience with implementing and managing Snowflake and Azure preferred.
    • Strong hands-on experience with Data Warehousing concepts including ETL, Data Modeling, Conforming Dimensions, Type 2 data, Star and Snowflake Schemas.
    • Comprehensive knowledge of IS/IT concepts across a broad spectrum which includes application development, service-oriented and event-driven architecture, and EDW best practices.
    • Deep experience developing and integrating data, data models, ETL process, CDC tools and SQL proficiency.
    • Proactive, takes initiative and sets priorities, including for others, meet deadlines, and manage projects.
    • Strong problem solving, critical thinking, troubleshooting, and analytical skills to set up and interpret logic, data tables, and rule relationships.
    • Extensive understanding of the data structures and data modeling; batch and real-time data integration.
    • Planning and estimating EDW projects and data integrations, risks, and lead communication and execution of strategy and objectives.
    • Proven track record in meeting project commitments and managing staff while overseeing the development of multiple, concurrent projects with onshore/offshore resources.
    • Strong management skills with ability to effectively collaborate with Sr. Managers, Directors, and PMs.
    • Experience working in a 24x7 environment; ability to work flexible hours and be on-call.
    • Highly self-motivated, self-directed, and attentive to detail.
    • Ability to present ideas in business and user-friendly language.
    • Leads organizational improvements and advances resources with new opportunities.
    • Strong verbal and written communication skills, including for non-technical resources and executive management.
    • Bachelor of Science in Information Technology, Computer Science, or equivalent is preferred.
    • Minimum of 12+ years of overall IT experience with 5+ years having led EDW and BI teams and delivering complex data warehouse solutions.
    • Must have 5+ years of hands-on full lifecycle Data Warehouse and BI development and implementation experiences and expertise with on-premises and cloud technologies such as MS SQL Server, SSIS, SSRS, ER Studio, MicroStrategy, Tableau.
