General Responsibilities
  • Responsible for the financial management, oversite, compliance, and reporting for the Howard Community College Educational Foundation, Inc, (HCCEF) a 501(3).
  • Expected to stay current on applicable accounting standards and ensure that all work is performed in accordance with accounting standards.
  • Utilize advanced capabilities in the Colleague Finance, Advancement, and Student modules and the Synoptix report writer to perform work efficiently, accurately, and timely.
  • Responsible for the preparation and accuracy of monthly and year-end financial statements along with other standard internal reports as well as the preparation and filing of all tax forms and legal filings to ensure the HCCEF remains in good standing.
  • Responsible for the annual audit process, preparation of the audit report, and the review of the IRS form 990.
  • Provides accounting guidance and reviews the work of the gift processor. Provides guidance to other development office employees and provides accounting data for proposals, analyzes event reports, and assists in the preparation of reports for donors.
  • Responsible for monitoring spending of foundation funds and working to remove barriers to spending.
Work Performed
  • Maintains and updates the chart of accounts to include general ledger codes (Colleague Finance) and designations (Colleague Advancement).
  • Ensures proper accounting of all financial transactions for the HCCEF and consults with the director of budget and finance, auditors, and investment advisors to ensure compliance to related FASB standards.
  • Reviews all daily sessions for accuracy in recording transaction and ensures appropriate backup is included. Posts daily sessions in Colleague Finance and updates the cash log to indicate that a transaction is recorded
  • Manages and performs the monthly and annual closeout processes, which include creating and entering adjusting entries, reconciliation of bank and investment accounts, and a thorough review of all funds for accuracy.
  • Analyzes the expenses in college accounts with foundation revenue budgets. Evaluates expenses to ensure compliance with the program criteria and transfers foundation revenue to the college fund and the expense to the foundation fund.
  • Prepares and ensures that accuracy of the monthly and year-end financial statements (statement of financial position, statement of activities, net assets report and special event report). Submits the completed financial statements to the director of budget and finance for a final review.
  • Prepares routine monthly reports.
  • Prepares year-end financials and all audit schedules. Manges the foundation audit.
  • Monitors cash management and investments in compliance with foundation policy.
  • Analyzes the monthly activity in the endowment accounts and recommends transfers to align the balances endowment fund balances in the general ledger with the fund balances in the endowment investment account for the executive director of the HCCEF to approve.
  • Attends all meetings and retreats of the foundation board and the finance & investment committee.
  • Prepares analysis and works closely with the executive director to develop the HCCEF's annual budget.
  • Collaborates routinely with the scholarship associate and the assistant director for scholarships to prepare and upload scholarship budgets, monitor actual expenses to budget, extract data for reports, and design and implement processes to improve the efficiency and accuracy of the flow of data that resides in the three different Colleague modules.
  • Provides general support at foundation events.
  • Performs other duties as assigned.

  • Ability to maintain strict confidentiality and adhere to the development office conflict of interest and PCI compliance policy.
  • Ability to supervise and review other's work for the foundation, ensuring accuracy and timeliness.
  • Ability to work with minimal supervision and identify and resolve problems independently.
  • Ability to work effectively with diverse constituents including faculty, staff, students, college trustees, HCCEF board of directors, corporate executives, community leaders, and alumni.
  • Excellent organizational and interpersonal skills.
  • Previous database management, Excel and accounting experience.
  • Ability to work under pressure, organize, and implement work schedule effectively, meet deadlines and manage multiple tasks simultaneously with a high degree of accuracy and efficiency.
  • Ability to communicate effectively, both oral and written.
  • Regular attendance is a requirement of this job.

OTHER REQUIREMENTS
  • Some weekends and evenings to cover events and meetings. Additional hours may be required to meet foundation and audit deadlines.
  • Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
