Project Overview
URC is seeking Management and Finance Director the anticipated, five-year, USAID Global Resilience Against Drug-Resistant Tuberculosis (GRAD TB). The Management and Finance Director will be the lead expert on and provide oversight to all aspects related to management including procurement and sub-awarding, and the overall financial administration of the project.

The anticipated GRAD TB project will have an estimated award of 90M with a global scope of work entails concurrent operations in multiple countries. The project is designed to scale up and improve management of DR TB in USAID supported countries, with a focus on expanding access to high quality treatment services. It will provide specialized technical assistance to enhance the quality of DR-TB program in TB priority and Global Fund Technical Assistance countries.

Responsibilities:
The Management and Finance Director will be the lead expert on and provide oversight to all aspects related to management including procurement and sub-awarding and the overall financial administration of the Activity.

The specific duties and responsibilities of this position will include the following:
  • Ensures award procurement practices are in compliance with USAID policies, rules, and regulations;
  • Maximize efficiencies, both in cost and operationally, in the implementation of the activity;
  • Execute management processes and methodologies to ensure results are delivered on time and within budget;
  • Ensure timely, high-quality, and complete submission of all reporting requirements;
  • Ensure USAID Monitoring, Evaluation, and Learning principles are met and that documentation and dissemination of findings, impact of the activity, innovations, best practices, success stories and lessons learned;
  • Oversee and lead cost-efficient sub-awarding of multiple organizations within host countries;
  • Responsible for efficient use of funding provided to administer and manage GRAD-TB;
  • Responsible for all program accounting and financial reporting systems and related reporting in compliance with USAID financial and accounting rules and regulations, including the management of multiple funding sources from USAID entities.
Qualifications:
  • Education: BS. or BA in Accounting, Business, International Development or a related subject. Graduate degree preferred.
  • Financial experience on donor funded projects of similar size and scope. Experience implementing multi-country US Government projects preferred.;
  • Senior level operations experience and experience ensuring that Monitoring, Evaluation, and Learning principles are met;
  • Experience overseeing documentation and dissemination of findings, impact of the activity, innovations, best practices, success stories and lessons learned;
  • USAID experience required;
  • Supervisory experience;
  • At least 15 years' of progressively responsible experience managing/oversight of finance, operations, procurement and subawards.
Physical Demands:
This position operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • This position would require opening filing cabinets and bending or standing on a stool and may require the ability to lift files/folders/boxes, as necessary;
  • Ability to travel to Washington, DC at least four times a year, or as required by the donor, required;
  • In addition to travel to Washington, DC, this position may require travel up to 20% of the time to domestic and international locations with varying distances, duration, and modes of transport.
