Job Announcement

This is a Domestic Relations-Mediation Senior Case Manager position. The senior case manager oversees the day-to-day operations of the Domestic Relations In-House Mediation Program under the direction of the Domestic Relations Supervisor I. This role will supervise Mediation case managers, including hiring, training, routine supervision, time approval in FOCUS, performance evaluations and other supervisory duties as needed.

Provides clients with information related to the court process and mediation to assess the appropriateness of mediation for the case. Assigns cases to mediators certified by the Supreme Court of Virginia standards. Ensures quality control. Assists in the training and arranges for mandatory training for mediation certification and recertification. Acts as a lead mediator mentor for in-house mentees. Serves as a link with the Virginia Supreme Court Alternative Dispute Resolution Office and other mediation programs. Performs Domestic Relations Intake duties as needed: Screens for jurisdiction and venue, assists clients with filing petitions for custody, visitation, child support, protective orders, and other filings, explains the mediation process and refers clients to appropriate resources.

Applies legal criteria for filing petitions, motions, and affidavits for domestic relations intake. Exhibits a working knowledge of the statutes regarding domestic relations intake and mediation. Serves as a back-up for Domestic Relations supervisors when on leave or unavailable. Assists in the training and mentoring of new domestic relations intake officers. Oversees and offers assistance to roster mediators, ensuring they are supported in their roles. Manages and updates mediator certifications and re-certifications to maintain compliance. Serves as the primary point of contact with the unit's partners and stakeholders such as the Division of Child Support Enforcement (DCSE) and the clerk' office.

Serve as supervisor for Probation Counselor I, Probation Counselor II and/or Administrative Assistant positions;

Actively participates in the selection, orientation, training and performance management process which includes evaluating performance, identifying goals and objectives, recognizing staff achievements, and coaching staff in overcoming performance or skill deficiencies;

Plan, assign, organize, and direct the flow of work and activities;

Examines and evaluates the individual circumstances of each case referral;

Ensures that subordinates adhere to agency operating procedures and standards adopted by the Code of Virginia and Virginia State Department of Juvenile Justice;

Evaluates effectiveness of methods and procedures and recommends changes;

Participates in the development of policy and procedures;

Interprets policies and regulations for clients;


Mediation Coordinator

Coordinates and implements mediation programs, assigns mediators and monitors quality of the programs;


Required Knowledge Skills and Abilities

Knowledge of the principles of psychology and sociology;

Knowledge of the practices and procedures of casework supervision and intake activities;

Knowledge of Federal, State and local juvenile and domestic relations laws;

Ability to develop and maintain effective working relationships with a variety of individuals;

Ability to interpret laws, rules, and regulations related to probation work and victim services;

Ability to interview and counsel clients;

Ability to prepare complete case records and reports;

Ability to use technology to enter and retrieve information.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a Master's degree in social/behavioral sciences, law enforcement, or education; AND two years of professional experience in probation work.

CERTIFICATES AND LICENSES REQUIRED:
Valid Driver's License (Required at the time of application)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete the following to the satisfaction of the employer:

  • Criminal Background Investigation
  • Child Protective Services Registry Check
  • Driving Record Check
PREFERRED QUALIFICATIONS:
  • Virginia courts certified mediator.
  • Five years of experience working with children and families.
  • Two or more years of experience supervising case managers/intake officers.
  • Masters degree or a combination of Bachelor's degree and two or more years of experience working with the public in a public services or nonprofit agency, a court agency, or within the legal community.
  • Demonstrated ability to effectively communicate both orally and in writing.
  • Proficiency with using Department of Juvenile Justices' Balanced Approach Data Gathering Environment (BADGE) or other case management database; Juvenile and Domestic Relations District Court Secure Viewing System (JSVS) software; Juvenile and Domestic appointment calendar or other scheduling calendar software/system; Adobe X drive; and Zoom or other teleconferencing or virtual meeting platform/software.
  • Proficiency using Microsoft Office Suite including Outlook, Word, Excel, and Access.
PHYSICAL REQUIREMENTS:
  • Ability to communicate clearly with others and make presentations.
  • Ability to travel to other sites to attend meetings/trainings.
  • Must be able to type on a keyboard.
  • Work is generally sedentary and is performed in a normal office environment. May be required to carry items up to 25 pounds in weight, and visual acuity is required to read data on computer monitor.
  • Work requires attention to detail and a high level of accuracy.
