DESCRIPTION

The Maryland Transit Administration (MTA) is actively seeking qualified candidates for the role of Operations Control Center (OCC) PM Manager. As a vital component of our transportation network, you'll play a pivotal role in providing onsite managerial presence and maintaining seamless operations beyond standard business hours. The incumbent will hold our dedicated staff to the highest standards, ensuring they adhere to standard operating procedures and embody MTA's code of conduct. This role will play a crucial part in supporting Safety Management System (SMS) processes by adhering to safety and security policies, considering safety in every action, and promptly reporting any safety and security concerns. This Manager will serve as the sole onsite overseer responsible for managing evening and overnight operations across all core transportation modes: Bus, Light Rail, and Metro. Your insights and recommendations to senior leadership will minimize service impacts and enhance efficiency. The OCC PM Manager manages and oversees the efforts of 70 staff, including up to 20 Light Rail Controllers, up to 20 Metro Controllers, up to 24 Bus Controllers, and up to six Operations Communications Specialists.

KEY RESPONSIBILITIES

  • Develop clear goals, establish comprehensive plans, set priorities, and monitor the work of PM Rail Operations Control, Bus Operations Control, and the Operations Communications personnel to ensure efficient execution and alignment with organizational objectives.
  • Manage the evening and overnight operations of all core transportation services, including Bus, Light Rail, and Metro encompassing safety initiatives, incident management, response protocols, and monitoring Key Performance Indicators (KPIs), including the management of radio controllers.
  • Foster seamless collaboration among the Operations Control Center (OCC) staff, division dispatchers, field personnel, and communications staff, as well as implementing operational strategies and swiftly responding to accidents, emergencies, service disruptions, inclement weather, natural disasters, and special events.
  • Ensure timely communication of critical incident information with internal MTA personnel and executives whether through email or other supported technologies. Additionally, during incidents, serve as the point of contact in the OCC, allowing the controllers to concentrate on service recovery.
  • Collaborate directly with controllers and external agencies to promptly address customer service-related issues.

  • Demonstrates strong leadership in coordinating teams, optimizing resources, and maintaining seamless operations within the OCC, ensuring efficient transit services.
  • Communicates with clarity and precision in both written and verbal communication.
Qualifications

PREFERRED QUALIFICATIONS:

Education: A Bachelor's degree from an accredited college or university.

Experience: Minimum of seven (7) years of experience in administrative or professional work. Five years of this experience must have involved managing in a public or private sector urban rail transit agency and/or experience in a large transit operations or transit property.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
