Position Description

VP for Health Information Technology Policy - Washington, DC-328902
Description
Member of Government Affairs Policy Team, reporting directly to the Head of Policy for Government Affairs, serve as primary liaison between business leaders and Government Affairs Team for health information technology priorities. Identify and advance business opportunities (also minimizing potential business threats), keep segment leadership informed of key public policy activities and developments within Congress, the Administration and key agencies, as well as in the States.
Develop, implement and lead a strategic approach to engage health information technology business leadership across UHG in a public policy/issues management process with the goal of identifying and prioritizing proactive legislative and regulatory (rulemaking) initiatives that support key business objectives and drive business development opportunities. Particular policy focus on EMRs, comparative effectiveness research, HIE/HIT, data privacy and security, data warehousing, fraud and abuse initiatives/reforms, and payment accuracy/integrity. Disseminate health information technology policy positions to business leadership to ensure consistency of messaging and coordination with the business.
Translate business agenda into national and state-specific policy strategy, working with and supporting the Policy Director, Head of Federal Government Affairs, Head of State Government Affairs and Members of the Federal and/or State Government Affairs Teams to advance and implement a strategic approach and advocacy agenda consistent with overall UnitedHealth Group priorities and efforts.
Draft, disseminate, summarize, and analyze public policy positions on key health information technology business priorities to ensure consistency of messaging and coordination throughout UHG, and support Federal and State Government Affairs Teams' external positioning and advocacy efforts related to:
  • The handling of various legislative proposals at the Federal and State levels,
  • Business development opportunities,
  • Opportunities for proactive positioning/agenda-setting, and
  • Coordination and facilitation of business leader engagement in external positioning as needed
At the request of the Policy Director, Head of Federal Government Affairs and/or Head of State Government Affairs, when health information technology issue expert is needed, engage in advocacy initiatives (i.e., testify on particular proposal, speak at external business opportunities, help draft legislative options, attend policymaker meetings with political/policy officials), and engage in problem solving around episodic, escalated issues.
Work, in coordination with the Policy Director and other members of the Policy Team, to identify potential inter-business policy conflicts and opportunities, and work to resolve and/or develop a consensus approach.
Work, as appropriate, with internal subject matter leads in the legal, regulatory affairs, compliance and marketing divisions to ensure consistency and coordinated engagement on health information technology policy issues.

At the request of UHG government affairs leadership, engage with national policy and/or political groups to highlight and advance specific policy and/or business interests.

Qualifications
  • Post-graduate degree (preferred) in applicable area of expertise or equivalent experience.
  • Need for policy and government affairs expertise on existing and emerging issues in the health care technology and informatics arenas.
  • Also need for expert with experience on developing legislative solutions and, once enacted, translating the advocacy agenda to a regulatory implementation agenda.
